England & Wales - The Regulatory Reform (Fire Safety) Order 2005
Scotland - Part 3, The Fire (Scotland) Act 2005

Northern Ireland - The Fire Safety (Northern Ireland) Regulations 2006

Although the relevant local legislation differs across the UK, the obligations placed upon the 'responsible person' are broadly the same and at least include the following common requirements:

  • Conduct a Fire Risk Assessment
  • Record & Publish Any Significant Findings
  • Provide and Maintain General Fire Precautions, including means of:

    Detecting fire and raising the alarm
    Escape
    Fighting a fire

  • Consult staff and appointing those for any special roles.
  • Liaise with the relevant fire authorities, any neighbours and co-occupiers of the premises
  • Deliver information, instruction and training to all staff
  • Continually review the risk assessment

  • The legislation applies to practically all premises, buildings and open spaces including:
  • Offices and shop
  • Premises that provide care
  • Community halls
  • Common areas of houses
  • Pubs, clubs and restaurants
  • Schools
  • Temporary accommodation (tents and marquees)
  • Hotels, hostels and boarding houses
  • Factories and warehouses
